Randomized Regulation: The Impact of Minimum Quality Standards on Health Markets

Jishnu Das is a Distinguished Professor of Public Policy at Georgetown University. 

Join Jishnu as he analyses short term results from the first randomised evaluation of a health sector regulatory reform in Kenya.

The reform established minimum quality standards for patient safety, an issue that has become increasingly important following the Ebola and COVID-19 epidemics.

The intervention increased compliance with patient safety measures in both public and private facilities and reallocated patients from private to public facilities without increasing out-of-pocket payments or decreasing facility use.

Their paper establishes the use of experimental techniques to study regulatory reforms and, in doing so, shows that minimum standards can improve quality across the board without adversely affecting utilisation.

As employer-sponsored health insurance becomes more expensive, higher health care costs effectively function as a payroll tax on labour.

Zack's research focuses on how healthcare spending affects the U.S. economy, cost variation, and market competition in healthcare.
Cooper holds degrees from the University of Chicago and the London School of Economics.
